ニューヨーク市長になるかもしれない！マムダニ氏に向けられた10の質問！

ニューヨーク市長選挙が11月に行われます。６月の中間選挙で、民主党候補者として選ばれた、Zohran Mamdani（ゾーラン・マムダニ）氏が、民主党が強いニューヨーク市では最有力候補とみられています。

今日は、彼のことをよく知るために、ニューヨーク・タイムズのEmma G. Fitzsimmons氏によるインタビュー記事（９月に行われたもの）を読みたいと思います。インタビュアーの質問とマムダニ氏の答えの部分のみです。

どのような質問をするのかはとても重要になります。立候補者の答えだけでなく、質問内容にも目を向けたいと思います。

1. How many police officers should New York City have?

ニューヨーク市には警察官が何人くらい必要でしょうか？

I think we should sustain the number that we have right now, and I think what’s critically important is to ensure that police are actually able to do their jobs. [The department’s current budget allows for 35,000 officers.]

現状の警察官数を維持すべきだと思います。そして最も重要なのは、警察が実際に職務を遂行できる環境を確保することです。[現行予算では35,000人の警察官配置が可能です。]

Right now, we are asking the police to respond to （対応する）nearly every failure（不具合） of the social safety net. Our vision is one that would create a Department of Community Safety that would prioritize（優先する） responses to the mental health crisis, to homelessness, and would learn from models that have been successful elsewhere in the country, allowing the police to focus on serious crimes.

現在、私たちは警察に対し、社会的安全網でうまく行っていない部分のほぼ全てを対応してもらっています。私たちが考えているのは、コミュニティ安全局を作って、精神衛生上の大きな問題やホームレス問題の対応を優先的に行うことです。国内の他の地域で成功した例から学んで、警察が重大犯罪に集中できるようにします。

2. A new law prevents renters from being forced to pay broker fees（仲介手数料）. Do you support the law, and do you think it’s working?

I supported that legislation, and I am eager to ensure compliance with that law, and also to see the medium- and long-term impacts of it.

3. If President Trump sends the National Guard （州兵）to New York City, what are three specific steps you would take in response?

トランプ大統領がニューヨーク市に州兵を派遣した場合、具体的な対応としてどのような措置を講じますか、３つ挙げてください。

The first is to preemptively（予防的に）hire 200 lawyers to ensure that New York City returns to its prepandemic staffing levels within the Law Department.

第一に、予防的に200人の弁護士を雇用します。ニューヨーク市法務局の人員をパンデミック前の水準に戻すためです。

The second is to echo（賛意を表明する）the words of my colleagues already in government that have made clear that this is not something that New York City needs. We recently heard Police Commissioner （警察本部長）Jessica Tisch speak about the fact that we do not need the National Guard here.

And third is to follow the example that we’ve seen elsewhere of the importance of partnership. In California, we saw the mayor of Los Angeles with the attorney general （司法長官）and the governor come together to respond to the deployment of the National Guard, filing a lawsuit, and a federal judge found that the deployment was illegal.

第三に、他地域で見られた連携の重要性の例に習うことです。カリフォルニア州では、ロサンゼルス市長が司法長官や州知事と連携し、州兵の展開に対して訴訟を起こし、連邦判事はこの展開が違法であると判断しました。
