「若者への投資」は、日本の選挙でも候補者がよく訴える内容です。今日はニューヨーク市で行われている、新しい形の「若者への投資」の一例をご紹介します。社会的な構造も教育システムも大きく日本と異なるので、日本社会にこの支援の形が当てはめられるとは限りませんが、ひとつの支援の形としてとらえたいと思います。

The Harlem Children’s Zone, an influential anti-poverty (貧困問題に対峙する)organization, said it is raising (集めている)$300 million for an initiative (構想)called Wealth Builds that will launch in Upper Manhattan, where the group operates, and expand to 10 other cities, including Atlanta and Minneapolis.


The group said it has already raised enough money to provide the funds to more than 2,200 youths: the entire student body at two charter schools it runs called Promise Academy, from kindergarten to 12th grade.

Admittance(入学)into the Promise Academy schools is decided through a lottery system with preference(優先) given to the local district, which is predominantly (圧倒的に)lower income.


The fund(基金), Mr. Owusu-Kesse said, is an acknowledgment(認識) that education alone cannot bridge the gap in wealth, which has been growing along racial lines for decades. The median family income at a nearby public housing complex(公営住宅), St. Nicholas Houses, where many of the students live, was about $18,000 a year, he said, far below the poverty line.

The $10,000 grants, called Youth Opportunity Funds, will be invested on behalf of students who will only be able to access the full amount at the age of 25, after reaching milestones (節目)like graduating high school and college, and completing financial literacy courses. Students who don’t reach all the milestones would still be entitled (~に対する権利があるto part of the money.


The program will eventually fund close to 10,000 students — about 5,000 who enroll in Harlem Children’s Zone schools or after-school programming, and another 5,000 across other cities, most of which have not yet been announced.


Recipients can only use the money for wealth-building purposes, like a down payment (頭金)on a home, continuing education or business investment. To ensure that recipients spend the money appropriately (適切に), a board will be set up to review uses of the funds, Mr. Owusu-Kesse said.


Students will have to reach certain milestones — like college graduation — to collect their full grants(全額の助成金). A board must approve the way they spend the money.



ユース・オポチュニティ・ファンドと呼ばれる1万ドルの出資は、子供たちが高校や大学を卒業し、金融リテラシーのコースを修了するなどの節目に達した後、25歳になって初めて全額利用できる。節目に到達していない学生でも、資金の一部を受け取る権利は残されている。


このプログラムは、最終的にはハーレム・チルドレン・ゾーンの学校や放課後プログラムに通う約5,000人の生徒と、他の都市に通う5,000人の生徒、合計10,000人近くを対象に実施される予定だが、そのほとんどはまだ発表されていない。


受給者は、住宅の頭金、継続教育、事業投資など、富を築く目的にのみ資金を使うことができる。受給者が資金を適切に使うことを確実にするため、資金使途を審査する委員会が設置されると、オウス・ケッセ氏は述べた。


生徒が出資されたお金を全額受け取るには、大学卒業など一定の節目を迎える必要がある。理事会は助成金の使い道を承認しなければならない。

👩アメリカでも今までなかった形の子供支援ですが、幼稚園入園した子供は出資金の1万ドルと一緒に成長していき、25歳になった時にその成長したお金を受け取れるということですね。(途中の節目で受け取ることもできます。)お金が長期間の間にほぼ確実に成長するというアメリカらしい発想です。日本がこういったタイプの支援ができるようになるためには、何がどのくらい変わればいいのか、考えてみようと思いました。
