今日は、"Politics NY"からのメールを読みます。10月13日付のものです。

内容は、ニューヨーク市の「ユニバーサル・チャイルド・ケア」
(Universal Child Care)についてのことだったのですが、"child care"は「保育」、「育児」といったイメージ。そして"universal"は、「普遍的な」、「万能な」、「共通の」、「どこに対しても（誰に対しても）通用する」といったニュアンスです。

しかし、実際どういうことを意味しているのかはっきりしなかったので、次のサイトを参考にしました。

そこで、"Universal Child Care"は次のように説明されています。

A publicly funded system to provide free, high-quality care and early education for all children.

すべての子どもに無料で質の高い保育と早期教育を提供するための公的資金によるシステム。

ニューヨーク市では、子供を育てる費用は公的なものならすべて市がもつということです。こうした公的な子育て支援は、家計が助かるばかりでなく、女性は仕事を辞めることも、育児にストレスを感じることもなく生活でき、経済的にも社会に良い影響を与え、どの親も余裕を持って子供に接することができます。

City Council takes on universal child care
市議会がユニバーサル・チャイルド・ケアに着手

In five years, no New York City parent will have to pay for child care.

5年後には、ニューヨーク市の親がチャイルド・ケアにかかる費用を支払う必要がなくなります。

That’s the aim of a bill the City Council passed Wednesday establishing a “Child Care Advisory Board” tasked with making city-subsidized child care a reality in that timeframe.

そのことが、水曜日に市議会で可決された「チャイルド・ケア諮問委員会」設立法案の目的で、同委員会はその期間内（５年以内）に市が補助するチャイルド・ケアを実現することが任務となっています。

The legislation – Int. 486 – would also require the board to conduct annual reports assessing the needs of child care providers across the city and how to make it more affordable based on those findings.

この法案（Int.486）はまた、同委員会に対し、市内全域のチャイルド・ケア提供者の要求を精査し、その結果に基づいてどうすればより低価格で提供してもらえるかを報告するよう求めるものです。

The bill, sponsored by City Council Member Julie Menin (D-Manhattan), is part of a broader legislative package geared towards making child care affordable for every family in the city.

この法案は、市議会議員のジュリー・メニン（民主党、マンハッタン選出）が提出したもので、市内のすべての家庭が安価にチャイルド・ケアを受けられるようにすることを目的とした、より幅広い一連の法案の一部です。

At a news conference before the council’s Stated Meeting where the bills were passed, Menin said this package will make New York City a trailblazer in the implementation of universal child care.

法案が可決された議会の本会議の前に行われた記者会見で、メニン議員は、この一括法案によってニューヨーク市がユニバーサル・チャイルド・ケア導入の先駆者になると述べました。

“Today, this would make New York City the first city in the country to implement a universal child care program,” Menin said. “We will, with this package, go farther than any other city has done.”

「今日、この法案によって、ニューヨーク市は全米で初めてユニバーサル・チャイルド・ケアプログラムを実施する都市となる」、「我々は、この法案によって、他のどの都市よりずっと先を行くことになるだろう」、とメニン氏は述べました。

While a good idea, paying for universal child care won’t be easy.

良いアイデアではありますが、ユニバーサル・チャイルド・ケアの費用を捻出するのは簡単ではありません。

Menin said the absence of affordable child care actually has an adverse economic impact, she said, as it cost the city $2 billion in lost revenue for the parents and caregivers who exited the workforce during the pandemic.

メニン氏は、手ごろな価格のチャイルド・ケアがないことは、実際に経済的に悪影響を及ぼすと言いました。パンデミック時に親や世話をする人たちの労働力を失ったため、市の歳入は20億ドル減りました。

Recovering that $2 billion in lost revenue, Menin said, will partially help the city fund universal child care when combined with $7 billion allocated by the state over the next four year and additional funding from Mayor Eric Adams.
