公約の財源確保がニューヨークでも大きな問題になっている！

今回は、BBCのサイトを読んでみたいと思います。そこにニューヨークの市長になったゾーラン・マムダニ氏が自分の公約を果たすために、取り組まなければならない難題を４つ挙げていたからです。分かりやすくまとめてあります。

今日から４回にわたって、読んでいきます。日本の新政権にも当てはまる課題なので、彼がどのようにこれらを乗り越えていくのかが興味深いです。

Mamdani's lofty（気高い） policy platform（政策綱領） has centred on cost-of-living issues, including freezing rent hikes（引き上げる） for subsidised（補助金を払う） housing units and providing universal free childcare.

マムダニ氏の高邁な政策綱領は、生活費問題を中心に据えている。これには補助付き住宅の賃料値上げ凍結や、すべての児童への無料保育の提供が含まれる。

He will be able to accomplish some of his policy goals on his own and without significant expense, government experts said. For instance, if he wants to freeze rents for subsidised housing, he can appoint people aligned（方針で同じ立場に置く） with this policy on the city's rent control board.

政府専門家は、マムダニ市長の政策目標には、自分の裁量で、かつ大きな費用をかけずに達成できるものがあると言っている。例えば補助住宅の家賃凍結を望むなら、市の家賃規制委員会にこの政策に賛同する人物を任命すればいいということだ。

But finding the funding to make other goals a reality when the state and city face budget shortfalls（不足） will prove（～であるとわかる） complicated, government experts said.

しかし州と市が予算不足に直面する中、他の目標を実現するための資金調達には複雑さが伴うと政府専門家は指摘した。

"If he wants to provide free bus service and free child care, these kinds of things cost money," said Robert Shapiro, a professor of international and public affairs at Columbia University. "The big roadblock（障害） for the things he'd like to do are the state of the New York, the financial capacity of the state and the political willingness of the governor."

「無料バスサービスや無料保育を実現したいなら資金が必要だ」、「彼の政策実現のために乗り越えなければならない大きな壁は、ニューヨーク州だ。つまり州にどのくらい財政余力があるか、そして知事が市の公約に対して前向きなのかどうかだ。」とコロンビア大学国際公共政策学教授ロバート・シャピロは述べている。

Mamdani has said some funding would come from new taxes. He believes taxes on the wealthy could raise as much as $9bn (£6.6bn), with pledges（公約） to raise the corporate tax rate from 7.25% to 11.5%.

マムダニ氏は、資金の一部は新しい税制で賄うと表明している。富裕層への課税で最大90億ドル（66億ポンド）を調達可能と見ており、法人税率を7.25％から11.5％に引き上げることを公約にしている。

But Mamdani needs the support of the state government to make tax changes.

The more moderate Democratic Governor Kathy Hochul endorsed（支持する） him in the race last year as well as some of his affordability goals. But Hochul, who is making her own political calculations（政治的打算） as she runs for re-election this year, has already indicated she may not support Mamdani's broader tax plan.
