ハーバード大学に留学できなくなる！？その理由は？

トランプ政権が外国人留学生のハーバード大学への入学停止を命令したことは、日本の新聞でも大きくとりあげられていて、ご存じの方も多いと思います。ニューヨークタイムズは5月22日、次のような見だしで報道しました。

The move was a major escalation in the administration’s efforts to pressure the college to fall in line with President Trump’s demands.

トランプ政権、ハーバード大学が留学生入学を受け入れる能力を停止すると発表

この措置は、政権が大学に対しトランプ大統領の要求に従うよう圧力をかけるための取り組みがエスカレートしたものである。

The Department of Homeland Security announced the action Thursday, saying Harvard has created an unsafe campus environment by allowing “anti-American, pro-terrorist agitators” to assault （襲撃する）Jewish students on campus. It also accused Harvard of coordinating with the Chinese Communist Party, saying it hosted and trained members of a Chinese paramilitary（準軍事的） group as recently as 2024.

国土安全保障省は木曜日にこの措置を発表し、ハーバード大学が「反米・テロ支援の扇動者」がキャンパス内でユダヤ人学生を襲撃するのを許すことで、安全でないキャンパス環境を創出したと指摘しました。また、ハーバード大学が中国共産党と共謀していると非難し、直近2024年には中国準軍事組織のメンバーを招き入れ、訓練を実施したと主張しました。

トランプ政権は、ハーバード大学が反ユダヤ主義と戦うための十分な措置を講じておらず、採用と入学審査の慣行を変更していないと主張している。これに対し、同大学はこれらの主張を強く否定している。

"The government has claimed that its destructive action is based on Harvard's failure to comply（従う） with requests for information from the US Department of Homeland Security. In fact, Harvard did respond to the Department's requests as required by law," Garber said in a statement Friday to members of the Harvard community.

（学長の）ガーバー氏は金曜日にハーバード大学の関係者宛ての声明で、「政府は、（今回の）破壊的な措置となったのは、ハーバード大学が米国国土安全保障省からの情報提供要請に応じなかったからだと主張しているが、実際、ハーバード大学は法律で定められた通り、同省の要請に応答していた」と述べた。

Federal regulations stipulate（規定する） how and why a school’s certification can be revoked（無効にする）. One way is the failure to comply with specific reporting requirements, a rule Ms. Noem’s letter mentioned. Harvard has maintained that what Ms. Noem had asked for exceeded what is required by law.

連邦の法規は、学校の認定が取り消される方法と理由を定めている。その一つは、特定の報告要件への不遵守であり、（国土安全保障省長官の）ノーム氏の書簡で言及された規則だ。ハーバード大学は、ノーム氏が求めた内容は法律で定められた要件以上のものだ、と主張している。
