ニューヨークの公共の安全をどのようにして守るか？

「安心、安全」という言葉は、日本の選挙戦でもよく聞く言葉です。英語では、"public safety"で表現できると思います。

マムダニ市長は、"public safety"（公共の安全）を公約のひとつに掲げています。BBCがとりあげたマムダニ氏が立ち向かわなければならない課題はこちらに書かれています。

As mayor, Mamdani will face a perennial（長期間続く） challenge for New York City leaders, tackling（取り組む） crime and maintaining a sense of safety for New Yorkers.

市長として、マムダニはニューヨーク市の指導者が長い間直面している課題に直面することになるだろう。それは、犯罪対策と市民の安心感の維持に取り組むことだ。

Like many big cities, New York saw an uptick（増加） in crime during the Covid pandemic, though in 2025, the rate of homicides and shootings in the city fell to a near-record low.

多くの大都市と同様、ニューヨークでもコロナ禍に犯罪が増加したが、2025年には殺人事件と銃撃事件の発生率がほぼ過去最低水準まで低下した。

This decline in crime gives Mamdani "a bit of wiggle room（余裕） to think creatively" about public safety in New York, including improving social services and support, Mr. Egan said.

犯罪が減少して、マムダニ氏にニューヨークの公共安全について「創造的に考える余地が少し生まれた」と（ニューヨーク大学教授の）イーガン氏は述べた。これには社会サービスと支援の改善も含まれる。

Mamdani has promised to create a Department of Community Safety that would invest in mental health programmes and crisis response as well as deploy（配置する） outreach（積極的に手を差し伸べる） workers to subway stations across the city.

マムダニ氏は、精神衛生プログラムや危機対応に投資したり、市内地下鉄駅でのホームレス救済活動の人員を配置したりする「コミュニティ安全局」の創設を約束している。

Outgoing（退任する） Mayor Eric Adams' administration also sent outreach workers to subway stations and established other housing and mental health programmes. But some experts and community leaders say those efforts failed to adequately（十分に） address homelessness and mental health crises.

退任するエリック・アダムズ市長の政権も、地下鉄駅にホームレス救済人員を派遣し、その他の住宅支援や精神衛生のプログラムを確立した。しかし一部の専門家や地域リーダーは、これらの取り組みがホームレス問題やメンタルヘルスの危機に十分に対処できなかったと指摘している。

Democratic strategist（戦略家） Howard Wolfson, a counselor to former New York City Mayor Mike Bloomberg, said he and others will judge Mamdani first and foremost on how the city is policed（治安を維持する）, and how shoplifting（万引き） and quality of life crimes are handled.

元ニューヨーク市長マイク・ブルームバーグの顧問を務めた民主党戦略家ハワード・ウルフソンは、マムダニ氏を何よりもまず、市の警察活動や万引き・生活犯罪の対応の仕方で評価することになる、と述べた。

Mamdani won over（味方に引き入れる） some business leaders and members of the public with his decision to ask Police Commissioner Jessica Tisch, who served in Adams' administration, to stay on as police chief.

マムダニ氏は、アダムズ前市長政権で警察長官を務めたジェシカ・ティッシュ氏を現職に留任させると決め、一部の経済界リーダーや市民はこれを支持している。

"Public safety is really kind of the prerequisite（必要条件） for success or failure," Mr Wolfson previously told the BBC. "I think if people feel safe here, they can tolerate（許容する） an awful lot of other challenges. And if they don't, then there's not a lot of other challenges that they will be willing to tolerate."

ウルフソン氏は以前BBCに対し「公共の安全があるかないかで、（政策の）成功か失敗かが決まる」、「市民が安全だと感じれば、他の多くの課題を容認できるかもしれない。そうでなければとても我慢などできないだろう」と語った。

"outreach"は、ロングマンでは次のように説明しています。

when help, advice, or other services are provided for people who would not otherwise get these services easily

通常なら行政のサービスを受けられない人々に、支援や助言、その他のサービスが提供されること
