政府に提言をするのは、CUFの他にVital Cityもあった！その違いは？

以前このブログでご紹介した、独立した非党派の政策研究機関である、「センター・フォア・アーバンフューチャー (CUF---都市未来センター) 」の他に、ニューヨーク市には、Vital Cityという非営利組織があり、そこもCUFと同じように、ニューヨーク市政に提言をおこなっています。ホームページはこちら。

その団体の活動目的は大きく３つあります。

●Growing New York City’s economy and boosting the number of middle income jobs;

ニューヨーク市の経済成長と中間所得雇用の拡大

●Helping more people develop the skills and credentials（資格） needed to access careers that put them on the path to the middle class; and

より多くの人々が中流階級への道を歩むためのキャリアに必要なスキルと資格を身につけるための支援

●Making New York City—and its many and diverse neighborhoods—a better place to live!

ニューヨーク市、そしてその多様性に富んだ多くの地区を、より暮らしやすい場所にする

ということです。

今回ご紹介する、Vital CityもCUFと同様、ニューヨーク市の政策について、データを分析して課題をはっきりさせ、市民がよりよい生活を送ることができるように様々な分野で行政に提言を行っている団体です。

Vital City seeks to improve civic life by finding great ideas and innovative research and making them available — and understandable — to those who shape urban policy. We also make relevant（関連のある） data accessible to anyone who wants to get a better understanding of how cities work, because we believe an informed citizenry（市民） is a crucial（極めて重要な） pillar of a healthy democracy.

Vital Cityは、優れたアイデアや革新的な研究を発掘し、都市政策を策定する人々にそれらを分かりやすく提示することで、市民生活の向上を目指しています。また、都市の仕組みをより深く理解したいと願うすべての人々が、関連データにアクセスできるよう取り組んでいます。なぜなら、十分な情報を持つ市民こそが、健全な民主主義を支える重要な柱であると信じているからです。

Through a policy journal, special reports, data analysis, public convenings（会議を開催する） and more, Vital City creates space for a broad range of political perspectives to engage in civil conversation — and to share new ideas and enlightening data about how to promote thriving（繁栄する） cities. Our work is motivated by our love for New York City, our belief in the power of evidence and our optimism（楽観主義） about the future of cities.

Vital Cityは、政策誌、特別レポート、データ分析、公開フォーラムなどを通じて、多様な政治的視点から市民との対話を行い、都市の繁栄を促進するための新たなアイデアや示唆に富むデータが共有される場を提供しています。私たちの活動は、ニューヨーク市への愛、エビデンスの力への信頼、そして都市の未来に対する希望ある展望によって支えられています。

Vital City is underwritten（金銭的な面倒を見る） by the Achelis & Bodman Foundation, Arnold Ventures, Harry Frank Guggenheim Foundation, Public Welfare Foundation, Charles H. Revson Foundation, Teagle Foundation, Tiger Foundation and Tow Foundation, as well as by contributions from individual donors and readers. We are housed at Columbia Law School and the Fund for the City of New York serves as our fiscal（財務の） sponsor.

Vital Cityは、アケリス・アンド・ボドマン財団、アーノルド・ベンチャーズ、ハリー・フランク・グッゲンハイム財団、パブリック・ウェルフェア財団、チャールズ・H・レヴソン財団、ティーグル財団、タイガー財団、トウ財団からの助成金に加え、個人寄付者や読者からの寄付によって運営されています。当団体はコロンビア大学ロースクールに拠点を置き、ニューヨーク市基金（Fund for the City of New York）も財政的に支援しています。

CUF（Center for an Urban Future）とVital Cityの主な違いをまとめてみました。

① 扱う対象

CUF （Center for an Urban Future）→ NYCを本拠地とした非営利シンクタンクで

扱う政策領域がより広く、特に「経済機会・雇用・教育・社会インフラ」に強い

Vital City →ニューヨーク市に特化した政策ジャーナルで、都市問題を多角的に議論する“雑誌”に近い

② 政策への影響の強さ

CUF →具体的な制度化に直結していて、市議会や市長が実際に採用する政策を多く生み出している

Vital City → 都市政策コミュニティでの議論を深める役割をもち、公共安全・住宅などの“都市問題の理解”を深めている

③資金の調達の違い

CUFは個人寄付や財団からの助成が収入源です。

Vital City は複数の大規模財団から幅広く資金を得ています。
