ニューヨーク市が行っているホームレス救済活動はどういうことをしているのか?

前アダムズ政権の公共安全の政策の中心は、警察官の数を増やすことでした。現マムダニ政権では、それが、「警察が担ってきた仕事の一部を、市民向けの専門機関に移す」 つまり、役割の再配置によって安全を高めるというアプローチです。


ニューヨーク市が行っているホームレス救済活動には次のようなものがあります。

DHS (NYC Department of Homeless Services)Street Outreach Program

では、年中無休で担当者が5つの行政区を巡回し、路上生活者を見つけて声をかけ、安全確認・支援の提案をしています。必要に応じて Safe Haven(低障壁シェルター)へ誘導しますが、無理やりではありません。時間をかけて面会し、信頼関係を築いておくことに力を入れています。


311通報を受けて現場に向かうこともあります。つまり、警察ではなく NPO と市職員の合同チームとして、路上生活者対策を行っているということです。

どうやってホームレスを見つけ、どうやって支援するか


Central to the DHS Joint Command Center effort, these outreach teams continue to build the City's first-ever by-name list of individuals who are:

known to the Joint Command Center outreach teams; AND

confirmed to be experiencing unsheltered homelessness; AND

currently engaged by the Joint Command Center outreach teams;


DHS Joint Command Centerの中心として、支援チームは市として初めてホームレス一人一人の名簿を作っています。その内容は、次のようなものです。

・DHS Joint Command Centerの支援チームに記録されているか。

・行くところのないホームレスであることが確認されているか。

・現在、支援チームが関わっているか。


Those individuals living on the street face tremendous barriers to coming indoors—many have fallen through every social safety net and may have experienced trauma or suffer from mental health or substance use challenges, making them DHS' most service-resistant population. It can take months of persistent and compassionate(思いやりのある) engagement, involving hundreds of contacts, to successfully encourage street homeless individuals to accept City services and transition indoors.


路上生活者は屋内に入ることについて非常な困難を抱えます。その多くはどの社会的安全網からも抜け落ち、トラウマを経験し、精神的健康や薬物使用障害を患っており、そのため、DHSの支援を最も拒否する人々になっています。路上生活者の方々に市のサービスを受け入れ屋内に移るよう説得するには、何百回もコンタクトをとり、粘り強く思いやりのある関りを何か月も続けることが必要です。


With no one-size-fits-all approach to ending homelessness, the by-name list enables the Joint Command Center outreach teams to more effectively engage each of these individuals on a case by case, person by person basis, directly and repeatedly, where they are, to evaluate the immediate and root causes contributing to their homelessness, continually offer a helping hand, develop the unique combination of services that will enable them to transition off the streets, and build the trust and relationships that will ultimately encourage these individuals to accept services.


路上生活を終わらせるには、定型的アプローチがあるわけではないのですが、一人一人の名簿を作ることによりJoint Command Centerの支援チームが、ケース・バイ・ケース、個人の状況に合わせ、直接、繰り返し、より効率的に関与し、彼らのホームレス状態の直接的・根本的原因を評価し、支援の手を継続的に差し伸べ、支援がユニークに組み合わさることにより彼らが路上生活から離れることを可能にし、最終的にはこのような人々に支援を受け入れさせる信頼関係を築けるようになります。




Outreach Service(アウトリーチ・サービス)

ニューヨーク市が行っている、S.H.O.W.(Street Health Outreach & Wellness)というサービスはニューヨーク市の健康局と医療機関が連携する取り組みです。


移動式の医療バン(Street Medicine)で市内を定期的に巡回し、(曜日と場所が固定されています)路上生活者に衛生キット・食料・水の提供を行ったり、傷の処置などの一般的な医療や、メンタルヘルス相談、薬物依存支援も行っています。

S.H.O.W.—which stands for(~の略語) Street Health Outreach & Wellness—is a Street Medicine program that brings medical care, behavioral health resources, harm reduction, and material goods to New Yorkers who are unsheltered or living on the street. S.H.O.W Van services include:

Basic evaluation of symptoms or health concerns, and treatment including wound care

Screening, brief intervention(治療), and referral (紹介) to treatment for substance use disorders, including connection to medication-assisted treatment and additional support

Overdose training & Narcan kit distribution

Hygiene kits, reusable bags, snacks & water


S.H.O.W.(路上健康支援の略語)は保護施設に入っていない、もしくは路上生活のニューヨーカーに、医療、行動変容支援、原因の低減、物理的支援を届ける路上医療プログラムです。次のような支援があります。

・症状や健康上の問題の基礎的評価と治療(傷害の手当てを含む)

・病気等の検査、簡単な治療、物質使用障害の治療(医薬品を用いた治療や支援を含む)への紹介

・過剰摂取抑制トレーニング、Narcan kit(合成麻薬緊急治療キット)の配布

・衛生用品、再利用可能バッグ、軽食・水の配布
