BRCに見るニューヨーク市のホームレス救済の歴史！

NYC のホームレス支援 NPO「BRC」は “Bowery Residents’ Committee” の略です。  

1971年にマンハッタンの Bowery（バワリー）地区で始まった団体で、現在はニューヨーク市最大級のアウトリーチ組織のひとつです。

ニューヨーク市のDHS(Department of Homeless Services)に次のように書かれています。

Founded in 1971, the Bowery Residents' Committee (BRC) is just one example of a provider that manages facilities（施設） (and a rigorous（厳しい） street outreach program) in partnership with the City, providing clients with intensive（集中的な） case management and social services. From BRC's original location on the Bowery, to its new headquarters（本部） and vertical（垂直の） campus in Chelsea, the organization has continually adapted to the changing needs and challenges of the community, as well as the individuals being served.

DHS is proud of its work with BRC and so many other outstanding（極めて優れた） provider organizations.

バワリー住民委員会

1971年に設立されたバワリー住民委員会（BRC）は、市と連携して施設（および徹底した路上支援プログラム）を運営し、利用者に集中的なケースマネジメントや社会福祉サービスを提供している支援団体の代表例の一つです。バワリーに拠点を置いていた当初から、チェルシーにある新しい本部および垂直型キャンパスに至るまで、当組織は地域社会や支援対象者の変化するニーズや課題に絶えず適応してきました。

DHSは、BRCをはじめとする数多くの優れた支援団体との協働を誇りに思っています。

Our History

New York City's Bowery neighborhood was once a place where people went to hide from their problems, finding refuge（保護） in makeshift（その場しのぎの） shelters and flophouses（簡易宿泊所） that offered little more than four-foot by six-foot cubicles（間仕切りで区切られた場所） with chicken wire（金網） roofs, dingy（薄汚れた） mattresses, and a single bare lightbulb. 

ニューヨーク市のバワリー地区はかつて、人々が問題から逃れるために集まる場所でした。そこは金網の屋根に薄汚れたマットレス、そして裸電球が一つあるだけの、幅1.2メートル×奥行き1.8メートルほどの狭い個室に過ぎない、その場しのぎのシェルターや安宿でした。人々はそこに身を寄せ、安らぎを求めていました。

Most of the men that lived on the Bowery - New York‘s "Skid Row"（スラム街） were addicted to alcohol and drugs, beset（悩ませる） by physical and mental illness, without shelter and without hope. Most, but not all. In 1971, a handful of these Bowery residents began to take control of their lives, and to change them for the better. This small group of men created a self-help day program where sober（禁酒、断薬している） men could escape despair（絶望） and support one another. Initially（当初は） called the "The Social Rehabilitation（社会復帰） Club for Public Inebriates（常習の酔っ払い）," this mutual-aid（相互扶助） would eventually grow into the The Bowery Residents' Committee (BRC) that we know today.

ニューヨークの「スキッド・ロウ（スラム街）」とも呼ばれるバワリーに住む男性のほとんどは（全員ではないにしても）、アルコールや薬物に依存し、心身の病に苛まれ、住む場所も希望も失っていました。1971年、バワリーの住人の数人がこうした状態を良くしようと変え始めました。彼らはアルコールをやめた人たちが、希望を失うことなくお互いに支え合える自助デイプログラムを立ち上げました。この取り組みは、当初「公的アルコール依存症者のための社会復帰クラブ（The Social Rehabilitation Club for Public Inebriates）」と呼ばれていましたが、やがて今日私たちが知る「バワリー住民委員会（BRC）」へと発展していきました。

In 1976, BRC created it’s first residential program, the Sobering-Up Station, a place that offered professional support and community assistance. With this development, BRC began to build its reputation as a center of dignity and self-respect for New Yorkers in crisis.

1976年、BRCは初の居住型プログラム「ソベリング・アップ・ステーション」を設立しました。ここは専門的な支援と地域社会の助けを提供する場所でした。こうしたことでBRCは、危機的な状況にあるニューヨーカーにとって尊厳と自尊心の拠り所として高い評価を受けるようになりました。

Through today, BRC has created programs and facilities designed to serve the most vulnerable（脆弱な） New Yorkers, including services like transit outreach（交通機関での声かけ支援等）, temporary housing, workforce development, long-term housing, and more. As long as there are New Yorkers that need these services, BRC will be here to offer a hand up（手を貸して人を高い所へ助け上げること）.

今日に至るまで、BRCは交通機関でのアウトリーチ（声かけ支援）、一時的な住居の提供、就労支援、長期的な住居の確保など、最も支援を必要とするニューヨーカーのために考えられたプログラムや施設を整備してきました。これらのサービスを必要とするニューヨーカーがいる限り、BRCは彼らに「自立への手助け」を提供し続けます。
