Offshore wind in New York once looked breezy （順風満帆の）but is now facing headwinds（逆風）.

ニューヨークの洋上風力発電は、かつては順風満帆に見えたが、現在は逆風に直面している。

Wind turbines soon to begin construction miles off the coast have the potential to deliver significant amounts of clean, electric power to the state, staving off （回避する）blackouts in the future as the need for electricity increases and greening New York City’s grid, which relies mostly on dirty fossil fuels. 

沖合数マイルの地点でまもなく建設が始まる風力タービンは、クリーンな電力を大量に州に供給する可能性を秘めており、電力需要の増加に伴う将来の停電を回避し、環境に悪影響を及ぼす化石燃料に大きく依存しているニューヨーク市の送電網をグリーン化できる可能性がある。

 But that future could be at risk.

しかし、その将来が危険にさらされるかもしれない事態となった。

On his first day in office, President Donald Trump issued （発令した）an executive order（行政命令） halting （停止して）new federal leases and permits for offshore wind projects while federal agencies review their environmental and economic impacts.

ドナルド・トランプ大統領は就任初日に、連邦政府機関が環境および経済への影響を再検討する間、洋上風力発電プロジェクトに対する新たな連邦政府のリースおよび許可を停止する大統領令に署名した。

For New York’s offshore wind industry (洋上風力発電業界）, which already faced financial challenges and setbacks (後退）, the order meant more uncertainty for anticipated wind projects and the state’s future energy mix.

すでに財政的な課題や後退に直面していたニューヨーク州の洋上風力発電業界にとって、この大統領令は、期待されていた風力発電プロジェクトと州が将来自然エネルギーを導入するということに不確実性をもたらすことになった。

It’s unclear when New York State might ink contracts for new offshore wind projects, and even if it did, what federal barriers those projects might face. That uncertainty extends to the job creation （雇用創出）and the manufacturing supply chain the emerging （新興の）offshore wind industry had promised.

ニューヨーク州が新たな洋上風力発電プロジェクトの契約を締結する時期は不明であり、仮に締結したとしても、それらのプロジェクトが直面する連邦政府のどんな障壁が何かも不明だ。この不確実性は、新興の洋上風力発電業界に期待されている雇用創出と製造サプライチェーンにも及ぶ。

Still, wind boosters （推進派）are cautiously （慎重に）optimistic, with most viewing the moment as a pause rather than a full stop.

それでも、風力発電推進派は慎重ながらも楽観的であり、ほとんどの人はこの状況を完全な停止ではなく一時停止と捉えている。

“We are, certainly as an industry, in a bit of a wait and see,” said KC Sahl, an offshore wind and renewables consultant. “We definitely want to see it move forward.”

洋上風力発電と再生可能エネルギーのコンサルタントであるKC サハル氏は、「業界全体として、私たちは様子見の状態です」、「私たちは間違いなく、この状況が進展することを望んでいます。」と述べた。

Two offshore wind projects in New York, called Empire Wind 1 and Sunrise Wind, both received their federal permits under the Biden administration and are slated （予定されている）to move ahead as scheduled. Plus, construction on a billion-dollar port revitalization project in Brooklyn to support Empire Wind is underway（進行している）.

ニューヨーク州の2つの洋上風力発電プロジェクト、エンパイア・ウィンド1とサンライズ・ウィンドは、いずれもバイデン政権下で連邦政府の許可を受けていて、予定通りに進められる予定である。さらに、エンパイア・ウィンドを支援するブルックリンの10億ドル規模の港湾活性化プロジェクトの建設も進行中である。

Empire Wind, from Norwegian wind developer Equinor, is slated to begin construction in the ocean this spring and would produce enough electricity to power about half a million homes.

ノルウェーの風力発電開発企業であるイクイノア社のエンパイア・ウインドは、今春に洋上での建設を開始する予定であり、約50万世帯分の電力を賄うだけの電力を発電する見込みだ。

“It looks like this project might be the offshore wind project that could,” said Rob Freudenberg, vice president of energy and environment at the Regional Plan Association. “It’s moving forward. All the signs are there that this is going to happen.” 

「このプロジェクトは、実現可能な洋上風力発電プロジェクトとなる可能性があるように思えます」、「このプロジェクトは前進しています。すべてが、この計画が実現することを示しています。」と、地域計画協会（Regional Plan Association）のエネルギーおよび環境担当副会長であるロブ・フロイデンバーグ氏は言っている。

He added, “It’s hard to imagine a scenario — given our energy demand, given our climate goals — that offshore wind ends with one or two projects in the region.”

また、「エネルギー需要や気候目標を考慮すると、この地域で洋上風力発電が1つか2つのプロジェクトで終わるというシナリオは想像しがたいです。」と付け加えた。

He added, “Every day we spend talking about offshore wind, we aren’t talking about attainable （達成可能な）emissions reductions （削減）elsewhere.”

プロイデンバーグ氏はさらに、「洋上風力発電について毎日議論しているが、達成可能な（二酸化炭素）排出削減量については議論していない」と付け加えた。

👩アメリカは大統領が変わると、政策の方向性がガラッと変わります。今回のタービン建設の中止は一時的だと楽観的に見られているようです。明日はニューヨークの電力について現在の状態について読みます。
