ICE（アイス）というのは、United States Immigration and Customs Enforcement（「アメリカ合衆国移民・関税執行局」の略です。ウィキペディアには次のように説明されています。

The United States Immigration and Customs Enforcement (ICE) is a federal（連邦政府の） law enforcement agency under the United States Department of Homeland Security. Its stated mission is to conduct criminal investigations, enforce immigration laws, preserve national security, and protect public safety. ICE was created as part of the Homeland Security Act of 2002 following the September 11 attacks.

Mayor Zohran Mamdani issued an executive order he says will protect New Yorkers from "abusive immigration enforcement" by the Trump administration and uphold（支持する） sanctuary city laws.

ゾーラン・マムダニ市長は、トランプ政権による「虐待的な移民取締り」からニューヨーク市民を保護し、聖域都市の法律を支持する行政命令を発令したと発表した。

"ICE is more than a rogue（自分勝手に行動する） agency — it is a manifestation（現れ） of the abuse（乱用） of power," Mamdani told the group of faith leaders from across the five boroughs.

「ICE は、単なる不正な機関ではなく、権力の乱用の現れである」と、マムダニ氏は 5 区全域から集まった宗教指導者たちに語った。

Mamdani also launched a "Know Your Rights" push, a campaign to distribute over 30,000 flyers in multiple languages detailing the rights people have during interactions with ICE, like remaining silent, requesting an attorney（弁護士） and requesting an interpreter.

Mamdani's latest executive order, his 13th since taking office, says city agencies cannot share information collected for city purposes with federal immigration authorities, except when they are required to by law.

It gives each agency 14 days to appoint a privacy officer and take other actions to ensure compliance.

"No New Yorker should be afraid to apply for city services like child care because they are an immigrant," Mamdani said.

「移民であるという理由で、保育サービスなどの市サービスの申し込みを恐れるニューヨーカーがいてはならない」とマムダニ氏は述べた。

His order states the NYPD, Department of Correction, Department of Probation（保護観察）, Administration for Children's Services and Department of Social Services must audit（監査する） their internal policies on interacting with federal immigration authorities and make public any changes needed to comply（法令に従う）.

同令は、NYPD（ニューヨーク市警察）、矯正局、保護観察局、児童サービス局、社会福祉局に対し、連邦移民当局との連携に関する内部方針を改めて見直し、順守に必要な変更点を公表するよう義務付けている。

It also says federal agents may not enter city property — like parking garages and lots（立体・屋内駐車場と屋外駐車場）, schools, shelters, hospitals, and public spaces — without a warrant（令状）. City agencies are also instructed to train employees on how to interact with federal immigration agents.

また、連邦捜査官は令状なしに駐車場・学校・シェルター・病院・公共スペースなどの市有施設に立ち入ってはならないと明記した。市機関は職員に対し、連邦移民当局との対応方法を訓練するよう指示されている。

The Department of Homeland Security said in a statement to CBS News New York that Mamdani's policy would make New York City less safe.

国土安全保障省（DHS）はCBSニュース・ニューヨークへの声明で、マンダニ氏の政策がニューヨーク市の安全性を低下させると述べた。

The department said it was urging the mayor to turn over（引き渡す） to ICE "7,113 criminal illegal aliens" who are in New York's custody（留置） and have active detainers（拘留令状）.

同省は、ニューヨーク市が拘束していて、現在有効な身柄引き渡し要請が出ている「7,113人の犯罪歴のある不法滞在者」についてICEに引き渡すよう市長に要請していると述べた。

👩🏼‍🏫detainerとは、辞書では留置、拘禁、不法占有などと書かれていますが、ここでは身柄引き渡し要請と訳しました。ニューヨーク市に拘留されたままだとICEは目的の人物を連れていくことができません。そういったケースでICEはデテイナーを出します。そうすると、目的の人物が釈放されるときICEに通知が行くようになります。また、ICEが引き取りに来るまで最大48時間拘束を延長することができます。つまりニューヨーク市で釈放されたと思ったらそのままICEに移送されてしまうことになります。

マムダニ市長の表明で、安全な都市という言葉を聞くと安心できるように思いますが、実は全く安心ではないのかもしれない、ということを考えました。
