管制塔の事故は民主党政権が打ち出した政策に責任がある？

日本でも、トランプ政権の政策についてニュースで取り上げられていますが、それらは主に日本に何らかの影響があると思われるものが多いです。

アメリカン航空の旅客機と陸軍のヘリコプターの衝突事故は、67人が死亡する大惨事でした。その原因についてのトランプ大統領の発言が物議を醸しています。

国家の悲劇の最中、トランプは多様性を無能さと同列に置く

It was the first national tragedy of President Trump’s second term: An American Airlines plane and an Army helicopter collided（衝突する）over the Potomac River in late January, killing 67 people. After a moment of silence（黙祷） and condolences（哀悼の言葉） for the families whose loved ones were still being pulled from the water, Mr. Trump saw fit to （～するのが適切だと思う）cast blame.

それはトランプ大統領の2期目に起った最初の国家的な悲劇でした。1月下旬、ポトマック川上空でアメリカン航空の旅客機と陸軍のヘリコプターが衝突し、67人が死亡しました。犠牲者の家族の水からの引き上げ作業がまだ続いている最中、黙祷と家族への哀悼の言葉の後、トランプ氏はなんと事故の責任を問うような発言をしたのです。

Citing no evidence, Mr. Trump said diversity efforts at the Federal Aviation Administration had lowered standards for air traffic controllers.

何の証拠も示さずに、トランプ氏は連邦航空局（FAA）の多様性推進策が航空交通管制官の基準を低下させたと言ったのです。

It was a crescendo （最高潮）moment in Mr. Trump’s campaign to eradicate （全滅させる）programs and practices （慣行）aimed at reversing the effects of systemic inequities from the federal government, and virtually every sector of American life.

それは、（これまでの）連邦政府によるシステム的な不平等を是正するプログラムや慣行を、トランプ氏が根絶するといった選挙公約のクライマックス的な瞬間であり、事実上アメリカ社会のほぼすべての分野に影響を及ぼすものでした。

In his remarks, Mr. Trump equated diversity with incompetence, and effectively aligned　（一直線に並べる）himself with people who use diversity, equity and inclusion, or D.E.I., as a proxy （代理）for race, a dog whistle （犬笛）for white grievance, （不満）and a catchall （雑多箱）for societal ills.

トランプ氏は発言の中で、多様性を無能さと同列に扱いました。そして、多様性、公平性、包摂性（D.E.I.）を、人種問題の代名詞として扱い、白人の不満を集める犬笛として使い、社会の諸悪の根源だと言っている人々に同調したのです。

👩犬笛とは、犬を集めるときに犬しか聞こえない周波数を出すもののことで、それを転じて、政治家や宗教家などがある特定の人にしか賛同を得られないような表現を用いて話すことを指します。

The programs were created to serve as guardrails for civil rights enforcement, and to help remedy（改善する） inequities faced by groups that have historically been discriminated against（差別された）, such as minorities, women and people with disabilities.

D.E.I.プログラムは、公民権の執行を適正な範囲から脱しないよう機能し、歴史的に差別を受けてきた少数民族、女性、障害者などが直面する不平等を改善するために作成されました。

But Mr. Trump left no doubt about his intent （意図）when, during his remarks, he also blamed what he characterized as Obama-era policies for the hiring of ill-equipped air traffic controllers. “They actually came out with a directive: ‘too white,’” he said. “We want the people that are competent（有能な）.”

しかし、トランプ氏が、不適切な資格を持つ航空管制官の採用したオバマ政権時代の政策こそ事故の原因だと批難したとき、彼の発言の意図は明確になりました。「彼らは実際に『白人が多すぎ"too white"』という指示を出した」と述べ、「私たちは有能な人材を求めている」と強調しました。

The declaration reflected Mr. Trump’s instinct to frame major events through his political lens, and use tragedies to further（前進させる） his ideological goals.

この発言は、トランプ氏が重大な出来事を自身の政治的レンズを通して解釈し、悲劇を自らのイデオロギー的目標推進に利用する傾向を示していました。

On his first day back in office, Mr. Trump signed an executive order that required the elimination of all D.E.I. programs, personnel and practices, in an effort to deliver on（果たす） his promise to usher in(導入する) a society that is “colorblind and merit-based.” The order unleashed an avalanche（殺到） of activity throughout the federal government that has sought to reframe the country’s history of racism and discrimination by denying that it existed.

トランプ氏は、再任初日に、D.E.I.（多様性、公平性、包摂性）プログラム、関連する人員、および慣行のすべてを廃止することを命じる大統領令に署名しました。これは、彼が約束した「人種差別のない、能力主義に基づく社会」を実現するための措置です。この大統領令によって、人種差別と差別は過去にあったのだということを否定することで、国の歴史を再解釈しようとする大規模な動きが連邦政府全体で起こっています。
