Second Wave ‘Is Right Upon Us,’ New York Mayor Warns
ニューヨーク市長が、第二波が「まさに我々を襲っている」と警告

Mayor Bill de Blasio urged vigilance as New York faced a second wave of cases, but said the city was better equipped to handle them now than in the spring.

ビル・デブラシオ市長はニューヨークは(新型コロナウィルス)の第二波襲来に警告を呼び掛けたが、春よりも感染抑制の準備はしっかりしていると述べた。

So let’s go over to indicators; No. 1, daily number of people admitted to New York City hospitals for suspected Covid-19, threshold is 200 patients. Today’s report, 174 patients. So we see a serious increase there, confirmed positivity level of 49.7 percent. I’m going to talk about all three indicators, and then I want to give a summary. 

さて、いくつかの指標を見てみよう。No.1だ。ニューヨーク市の病院での、一日の新型コロナウィルスによって入院していると見られる人数だが、病床ひっ迫度の判定基準となる値は、200人だ。今日の報告では、174人。かなりの増加だ。陽性者の数は、49.7％上昇した。この３つの指標とサマリーについてお話ししようと思う。

The No. 2 is new reported cases; our seven-day average threshold, 550 cases, today, 1,962. And No. 3, percentage of people testing citywide positive for Covid-19; threshold 5 percent, today’s report, the daily 3.9 percent, but the seven-day rolling average has really increased to 5.19 percent. It’s quite clear at this point that this second wave, unfortunately, is right upon us. We are seeing a different reality in the hospitals for sure than in the spring. 

No.2は、新規感染数だ。７日間の平均基準値は、550だ。今日は1,962件。No.3は、市内で新型コロナ感染の検査を受けた人の陽性率だ。基準値は５％だ、今日の報告だと、3.9％。しかし７日間の移動平均値は実に5.19%に上がっている。ここで実に明らかになっていることは、残念ながら第二波がまさに我々を襲っているということだ。春の時よりも確かに病院の現実は違っている。

This is a very, very important point. Even though that number has gone up, it’s still a very different reality in our hospitals than what we experienced in the spring. The ability of our hospitals to deal with patients is greatly improved, the ability of patients to survive this disease is greatly improved. We are not seeing the kind of stress on our I.C.U.s anywhere near what we saw in the past.

ここで、とても重要なポイントがある。数字は上がっているのだが、春に経験したよりも病院の現状が非常に異なっていると言うことだ。患者に対応している病院の能力は非常に良くなっていて、患者が生存できる可能性が非常に高くなっている。これまで見たような集中治療室での緊迫感のようなものは見られない。

 But we’re extremely concerned and vigilant to make sure that we protect our hospitals, and we can protect people’s lives. If you’re over 65, if you’re someone with one of those pre-existing conditions like diabetes or heart disease, you need to stay in to the maximum extent possible except for the most essential needs. And everyone has to do the hard work of continuing to distance and wear masks and take all precautions. This is a very serious situation. We all have to be part of the solution.

しかし、我々は病院を守り、人々の命を守ることを確実にするために最大限の関心と注意を払っている。もし、あなたが65歳以上なら、もしあなたが糖尿病や、心臓病のような基礎疾患を持っているのなら、エッセンシャルワーカーを除いて、不要不急の外出は最大限控えていただきたい。そして最大限、ソーシャルディスタンスィングを守り、マスクを付け、あらゆる注意を払ってていただきたい。今の状態は本当に深刻なのだ。我々みんなで解決していかなければならない。

早口でとりあえず、数字を報告し、非常に深刻な状況だが、３月の時点に比べると、患者さんへの対応はずっと良くなっていると報告しました。どういう風に良くなっているのかをもっと具体的に教えて欲しかったな。ちょっとデブラシオ市長の精気が感じられない声明でした。
