Cuomo Announces New Phase in ‘War Against Covid’

クオモ（ニューヨーク州知事）が「新型コロナとの戦争」の新しい段階に入ったことを公表

Gov. Andrew M. Cuomo of New York announced on Monday a series of emergency measures to combat rising hospitalizations and coronavirus case numbers.

アンドリュー・クオモ、ニューヨーク州知事は月曜日、入院者数と感染陽性件数の増加に立ち向かうための一連の緊急策を発表した。

It’s a new phase in the war against Covid — the war against Covid because I think of this as a war, you know, it’s a war of attrition. It’s a war in terms of preparation and mobilization. We have five strategies that we’re announcing today and that we are putting in place. 

コロナとの戦争の新段階だ。私はこれを戦争、消耗戦だと思っている。準備と動員に関する一つの戦争だ。我々には５つの戦法がある。今日それを公表し、実行に移す。

First, we’re going to shift the focus to the number of hospitalizations and hospital capacity. We’re going to add to our zone designations — the yellow, orange, red. The hospitalization rate — we know by address where people are coming from who are going into the hospital. Today, New York City Department of Health is going to initiate emergency hospital measures. No. 1, every hospital has to identify retired nurses and doctors now. 

まず、入院数と病院の収容人数に焦点を移す。ゾーン指定にイエロー、オレンジ、レッドを加える。入院率、これは入院する人はどこから来る人なのか、その住所で分かる。本日から、ニューヨーク市の保健局は緊急の病院対応措置を開始する。
最初に、どの病院も退職した看護師と医師を直ちに把握すること。

We’re already experiencing staff shortages. It is mandatory as of today that they balance the load within their system. They balance patient load so you distribute the patients among your hospitals in your system. The nightmare we went through last time was a hospital would be overwhelmed, but that system had other hospitals that had capacity. Well then, why didn’t you shift patients from the overwhelmed hospital to the hospitals that had capacity in your own system?

すでに専門スタッフが足りない。病院のシステムの中で、負荷のバランスをとることは現時点での必須事項だ。負荷のバランスがとれるように、病院間で患者を分散させなければならない。前回大変なことになったのは、病院が収容人数をオーバーしてしまったからだ。しかし、そのとき、まだ収容ベッド数があるほかの病院を見つけるシステムはあったのだ。それなら、そのときなぜ収容人数がいっぱいになってしまった病院から、別の病院へ患者を送らなかったのか？

     Death rate

     Available staff
     Effective patiant load management

① 入院患者数と病院のキャパシティーに焦点をあてる。
● 次のことに対するイエロー、オレンジ、レッドゾーンの指定：

　　感染件数率
　　使用できる病院のベッド数
　　使用できるICUのベッド数
　　対応に当たれるスタッフ

● Meeting with hospital administrators

① 病院の利用可能性と必要度に応じて、イエロー、オレンジ、レッドゾーンのメトリックスを設定する。
● 調査と待機について　　「感謝祭後の影響」は？
● 病院管理者とのミーティングを行う
