ニューヨークでは、学校再開に至るまで学校と保護者の間で様々な対立がありました。現在、学校が再開したものの、親が子供を学校に行かせない選択をしたので、対面とリモートの２つのやり方が並行して行なわれています。

今日はそのリモートラーニングについて、考えたいと思います。ニューヨークでは、果たして問題なく行なわれたのでしょうか？問題があったとすればそれはどういうことだったのでしょう？PIX11の記事です。

NEW YORK CITY — City leaders, parents and students gathered outside of Department of Education headquarters Sunday, calling on the city’s top educators to end the digital divide among New York City public schools students after recently released data shows 77,000 students in public housing and shelters don’t have the technology or WiFi needed for remote learning.

ニューヨークのリーダー、保護者、生徒が日曜日に教育局本部の外に集まり、ニューヨークの教育関係者トップに公立学校の生徒間のデジタル・ディバイド（情報格差によって生まれる社会的な格差）を終わらせるよう要請した。最近公営住宅やシェルターに住んでいる77,000人の生徒が、リモートラーニングに必要な技術やWiFi環境を持っていないというデータが公表されたのだ。

Lorna Lighter, a Brooklyn mother of three, was at the rally. She questioned why two of her children don’t have tablets and asked why they’re being left behind. Lighter said she has been asking DOE staff for help since schools pivoted to remote learning back in March.

ブルックリンに住む３人の子供を持つ母親である、ローナ・ライターさんが抗議活動に参加していた。彼女はなぜ自分の２人の子供にタブレットがもらえないのか疑問に思い、なぜ放ったらかしにされたのかと聞いた。ライターさんは学校が３月にリモートラーニングに切り替えてからずっと、教育局の職員に援助を求めて来た。

“It’s hard when you go to the system and talk to people and they look at you like you stupid,” she said. “I’m not stupid. I have an education. I fought the waters to get an education. I want my children to have an education.”

「ネットを使うのは難しくて、人に聞くと馬鹿にしたような顔つきをするのよ」、「私は馬鹿じゃない。教育も受けてる。教育を受けるために必死だった。子供たちに教育を受けさせたいのよ。」

Councilman Mark Treyger, who chairs the City Council’s Education Committee, slammed the delay in helping students.

市の教育委員会の会長である、マーク・トレイガー氏は生徒の力になって（タブレット配布の遅れを）強く批判した。

“The instructional loss that our kids are facing…the pain and loss quickly shifts from temporary to generational,” Treyger said.

Brooklyn Borough President Eric Adams said there could be long term impacts from not helping kids get the education they need.

“Every child we fail to educate is a child that potentially would be ,” he said.

Recent data also shows 25 percent of city schools where there’s a majority of Black and Brown students suffer low attendance rates.

Only 20 percent of NYC public school parents whose kids are enrolled in blended learning have signed COVID-19 consent forms, which allows their kids to randomly be tested for the virus while at school buildings.

子供を対面とリモートの両方を行っている市立の学校のたった２割の保護者しか新型コロナウィルスの同意書にサインしていない。その同意書は、サインした親子供たちだけが学校でランダムにウィルス検査を受けられるのだ。

According to the most recent data, 52 percent of NYC public students are enrolled in remote learning.

最新のデータでは、ニューヨークの公立学校の生徒の52％がリモートラーニングを受けている。

Immigrant families too are struggling.

移住してきた家族も同様に苦労している。

“Many immigrant families still don’t have a device because of the structure city hall and DOE created on how to obtain a device,” Treyger said. “They created a barrier on how to receive it.”

「多くの移住してきた家族はいまだに機器を手に入れていない。市役所と教育省が作成した、サービスを受けるための仕組みが原因だ」、「役所は機器を受け取るのに障害を作ったのだ」とトレイガー氏は述べた。

Late Sunday afternoon, the Department of Education released this statement to PIX11:

“Evaluations have been ongoing and this number is an estimate. We’re working directly with schools to confirm what their device needs are and will distribute the additional 100,000 iPads accordingly to ensure families have what they need to participate in remote learning.”

（その中で、）「評価は継続中で、この数字は推定だ。我々は直接学校に働きかけて機器がどのくらい必要か確認し、状況に応じて追加のiPadを10万代配布することになっている。そうすれば、家族には、リモートラーニングに参加するために必要なものが確実に揃うだろう。」と述べた。

正確に伝えるということは、簡単なようで難しいものです。
政治の世界では特に、「言った」、「言ってない」、「聞いてない」、「知らなかった」、「分かっていると思っていた」、「誰も教えてくれなかった」ということが少なくありません。

特に新型コロナウィルス対策に関しては、しょっちゅう事態が変化したり、規則や規定が変わったり、申請が複雑だったりすると、途中で投げ出したくなることもあるでしょう。移民家族のように、英語がまだ充分に使いこなせていない人にとっては、ストレスの多い毎日だろうと思います。

コミュニケーションの大切さ、信頼関係を作り上げることことこそ、言語教育の究極の目的だと改めて感じました。
