9月にはいりましたね。９月は防災意識を高めようという取り組みが各地で行われていますが、今日はニューヨークで行われている、「危機管理」についてです。

日本の社会のコミュニティと全く異なる、多様なニューヨークのコミュニティがどのように危険に備えているのかをご紹介します。

Who is it for?

This toolkit is designed to be a group process. You define your own community — successful planning has been done by housing developments, congregations, neighborhoods, etc. Examples of groups that could use the toolkit include:

このガイドラインには、団体として行うことが書かれています。ご自分の属する団体をはっきりさせましょう。ここでは、団地、団体、近所の自治会などで行われていて、うまく行った例が書かれています。このガイドラインを使用できる団体としては、以下のようなものがあります。

Emergencies affect every community differently, but you can help your community be prepared and resilient. NYC Emergency Management helps local organizations build capacity within their community to prepare for, respond to, and recover from an emergency. 

緊急事態が各コミュニティーに与える影響はそれぞれ異なりますが、どのコミュニティーでも緊急事態に備え、そして回復力を高めるようにすることは可能です。「ニューヨークの危機管理対策」は、コミュニティ組織が緊急事態に備え、対応し、回復するための能力をコニュニティ内で構築するのを支援します。

This includes training classes and events, preparedness and emergency information, preparedness resources for disability, access and functional needs populations, and connecting established community networks to the City's Emergency Operations Center during a disaster.

これには、講習やイベント、備えと緊急情報、身体障害者の方や機能障害をお持ちの方のために必要なもの、災害時の市の緊急対策本部とコミュニティーとの連携について書かれています。

"The Notify NYC"（ザ・ノティファイ・ニューヨーク）というのは、ニューヨーク市が危機管理について進めているプログラムの名称です。

NYC Emergency Management: Who We Are

Whether it’s water main breaks, steam pipe explosions, nor' easters, pandemic scenarios, 
excessive heat, an act of terrorism, environmental threats or large-scale fires, the next emergency is not going to look like the last one, but the steps to prepare are the same.

水道本管の破損、蒸気管の爆発、(発達した温帯低気圧で嵐を引き起こす）ノーイースター、パンデミック、猛暑、テロ行為、環境脅威、大規模火災など、次の緊急事態は前回と同じようにはいきません。しかし、準備する手順は同じです。

Be prepared for emergencies before they happen.

"The Notify NYC" program is our means to get information out quickly and to the public.
「ザ・ノティファイ・ニューヨーク」プログラムは、素早く情報を発信する手段で、市民に向けて作られているものです。

Messages go out in 13 languages.
メッセージは13か国語で配信されます。

I do presentations anywhere that I can find a captive audience.

"Watch Command" is monitoring everything in the city.
「ウォッチ・コマンド」は街のすべてを監視しています。

Everybody has their emergency job. They'll start coordinating, seeing what resources the city needs. Simple things like cots and water or it could be heavy equipment.
一人ひとりに緊急時の役割があります。街で必要となっているものを確認し、調整を開始します。簡易ベッドや水といった簡単なものから、重機のようなものに至るまでです。

We run an emergency radio program that allows us to connect with hospitals.
私たちは、病院と連絡を取れるよう緊急ラジオ・プログラムを持っています。

Our press team works to get information out to make sure that the agencies are cooperating with each other.
