ニューヨーク政府による「ヘイトクライム」の定義を読み取る。

日本社会の中にも、差別や偏見をなくする取り組みがなされていると思いますが、ニューヨークのような移民の歴史の背景をもっている街では、常に差別や偏見で市民が不利益にならないような政策がとられています。

今日はニューヨーク政府のチラシを読んで、昨日のブログにあったようなニューヨークの政府の「ヘイトクライム」に対する取り組みを見ます。

What is a Hate Crime/Bias Incident?
ヘイトクライム／バイアス・インシィデントとは？

In accordance with the New York State Penal Law, the New York City Police Department uses the following guideline to identify hate crime and bias incidents: "A bias incident is any offense or unlawful act that is motivated in whole or substantial part by a person's, a group's or a place's identification with a particular race, color, religion, ethnicity, gender, age, disability, ancestry, national origin, or sexual orientation (including gay, lesbian, bi-sexual, and transgender) as determined by the commanding officer of the Hate Crime Task Force."

ニューヨーク州陪審員法の規定により、ニューヨーク市警はヘイトクライム・バイアスインシィデントを特定するために次のガイドラインに従います。
「バイアス・インシィデントとは、特定の人種、肌の色、宗教、民族、ジェンダー、年齢、障害、家系、出身、性的指向（ゲイ、レズビアン、バイセクシャル、トランスジェンダーを含む）によって、個人や団体、あるいは地区に対する偏見が、すべてまたは相当程度動機となって、悪意を持ったり不法行為を行なったりすることで、このようなことが行なわれれば、「ヘイトクライム・タスクフォース」の隊長により、バイアス・インシィデントと見なされる。」

Hate crimes may have consequences far beyond the criminal act itself. Becoming the victim of a crime is traumatic, but if the act was committed because of who you are or what you believe, the violation is even more hurtful and may cause deep emotional impacts.

ヘイトクライムは犯罪行為そのものをはるかに超えた結果を招くことがある場合がある。犯罪の犠牲者になることは、心的外傷を負うことであるが、もしその行為が自分が誰であるか、何を信じているか、によってなされれば、その暴力はずっとひどい傷を与えるものであり、深い精神的な影響を生むであろう。

All hate crimes are serious incidents and are treated as such by the Police Department. Crimes that are motivated by hate are vigorously investigated by the NYPD Hate Crime Task Force.

すべてのヘイトクライムは、深刻な事件であり、警察によって相応に処理される。ヘイトによってなされた犯罪は、NYPDのヘイトクライム・タスクフォースによって厳しく調査される。
