日本の教育の中で芸術はどのくらい重要視されているでしょう？また国や市は芸術に関する活動をどのくらい支援しているでしょう。

ニューヨーク市が芸術を支援し、教育の中の芸術の重要さを認めているのは、芸術が私たちの生活に大きな役割を果たしているからに違いありません。

キーワードは、「創造力」"creativity"と「想像力」"imagination"だと思います。この２つは、政治、経済、文化のどの世界にも必要なものです。これからの社会には、"artistry"（芸術性、芸術的才能）がさらに必要なものになってくる気がします。

Since 1982, New York City's Percent for Art law has required that one percent of the budget for eligible City-funded construction projects be spent on public artwork. 

1982年以来、ニューヨーク市の「パーセント・フォー・アート法」は、市が資金を提供する建設プロジェクトの予算の1％をパブリック・アートワークに費やすことを義務づけています。

Managed by the City’s Department of Cultural Affairs, the Percent for Art program has commissioned hundreds of site-specific projects in variety of media—painting, new technologies, lighting, mosaic, glass, textiles, sculpture, and works that are integrated into infrastructure and architecture—by artists whose sensibilities reflect the diversity of New York City. Percent for Art seeks to commission works from the broadest range of artists from all backgrounds.

The Percent for Art Program offers City agencies the opportunity to acquire, commission, or restore works of art specifically for City-owned buildings throughout the five boroughs. By bringing artists into the design process, the City's civic and community buildings are enriched.

The City of New York Department of Cultural Affairs Percent for Art Program makes art accessible and visible throughout our city, one of the world’s cultural capitals. Public art serves as an expression of the community, as well as a landmark. These public sites provide an important venue for all New Yorkers and visitors to appreciate artwork outside the traditional museum or gallery setting.

ニューヨーク市文化事業部のパーセント・フォー・アート・プログラムは、世界的な文化の中心都市であるニューヨークの至る所で、アートを、身近に目に見える形で提供するものです。パブリックアートは、地域社会の表現であると同時に、ランドマークとしての役割も果たします。これらの公共の場所では、すべてのニューヨーカーや観光客にとって、従来の美術館やギャラリー以外でアート作品を鑑賞する重要な場所となっています。

In 1982, the Percent for Art law was initiated by Mayor Edward I. Koch and passed by the Council of the City of New York requiring that one percent of the budget for eligible City-funded construction projects be spent on artwork for City facilities. Administrated by the City’s Department of Cultural Affairs, the Program began in 1983 with the development of a procedure for determining eligible projects and an equitable artist selection process. 

1982年、エドワード・I・コッチ市長の発案により、市が資金を提供する建設プロジェクトの予算の1％を、市の施設のアートワークに充てることを義務付ける「パーセント・フォー・アート法」が、ニューヨーク市議会で可決されました。このプログラムは、1983年に始まり、市の文化事業部によって運営され、対象となるプロジェクトを決定する手順と、公平なアーティスト選定プロセスが決定されました。

 Nearly 300 projects have been completed since the program’s inception with accumulated art work commissions of over $41 million. Since 2002 almost 100 projects have been completed—a third of the total collection—and more than 70 artist commissions are currently in progress.

プログラム開始以来、300近いプロジェクトが完了し、累計4100万ドル以上に及ぶのアートワークが依頼されました。2002年以降は、100件近くのプロジェクトが完了しました。これは、全体の3分の1に当たります。現在は70人以上のアーティストへ依頼しているところです。
