昨日のブログの最後の方になりますが、ペットに関する州の法律に関する文の中で、「レモン法」が出てきました。

各州のデータには、犬小屋のケア、獣医のケア、住居、食べ物、衛生、そして「レモン法」などが含まれています。

"lemon"は、食べるレモンの他に、俗語として次のような意味があります。

米語では、
something that is useless because it fails to work or to work properly
動きが悪かったり、適切な働きをしななかったりするい役に立たないもの

I soon realized the van was a lemon.
そのバンはレモン（欠陥車）だとすぐに分かった。

イギリス英語では、人に対して使われる場合もあります。

He just stood there looking like a real lemon.
彼は実にレモン（バカなやつ）のようにそこに立っているだけだった。

この「レモン」がペットに対して適用されることがある、ということです。

一般に言われる「レモン法」は次のように説明されています。

Lemon laws are regulations that attempt to protect consumers in the event that they purchase a defective vehicle or other consumer products or services, referred to as lemons, that do not meet their purported quality or usefulness. 

レモン法とは、品質や有用性を満たしていない欠陥車や、その他の消費財・サービス（レモンと呼ばれる）を購入した場合に、消費者を保護しようとする規制である。

この「レモン法」がペットに適用されるということです。

Pet Lemon Law | New York State Attorney General

New York State's Pet Lemon Law is designed to safeguard the public and to ensure the humane treatment of dogs and cats by requiring pet dealers to guarantee the good health of any such animal sold by a pet dealer to a consumer.

ニューヨーク州の「ペット・レモン法」は、ペット・ディーラーが消費者に販売する動物の健康状態を保証することを義務付けることにより、一般市民の安全を守り、犬や猫の人道的な扱いを確保することを目的としている。

The law protects consumers when a cat or dog is unfit for purchase due to illness, a congenital malformation which adversely affects the health of the animal, or the presence of symptoms of a contagious or infectious disease.

病気、動物の健康に悪影響を及ぼす先天性の奇形、伝染病や感染症の症状があるために、犬や猫が購入に適さない場合、法律は消費者を保護する。

とあり、結局ペットが他の「物」と同様に、返金や交換の対象になることを法律で定めています。ペットが売買されている現状では、こういうことを「レモン法」で詳細に規定しておかなければならないのです。

売買が禁止されると、ペットショップに対してレモン法の適用もなくなりますね。
