"WHAT IF..."のコーナーでは、博物館を訪れた人に、実際に自分の"WHAT IF..."を書いてもらい、それに対する専門家の回答や意見を聞いて、それを展示しています。

What If…
 These two small words open up a world of future possibilities unconstrained by today’s realities. They don’t just pose a question; they propose an idea about how things could be in the future. 
The What If Table offers the views of knowledgeable New Yorkers on a variety of questions. Take a seat at the table and compose your own "What if..." questions or react to the questions you see. The ideas and discussion will always be changing, and the conversation continues online at mcny.org/nyatitscore, where selected questions from visitors in the gallery will be discussed by experts.

"What If..."　　「ホワットイフ（もしこうだったらどうなるか？）」
この２つの小さな単語が、今日の現実に縛られない将来の可能性への扉を開けてくれます。疑問を投げかけるだけではありません。将来がどうなるのかと言うことについて提案をしてくれるのです。
「ホワットイフテーブル」は様々な質問に対して、知識豊富なニューヨーカーの意見を提供します。テーブルに座ってあなた自身の「ホワットイフ」を書いてください。もしくは皆さんがご覧になった質問に対してご意見をお聞かせください。考えや議論は常に変わっていくものですし、mcny.org/nyatitscore のサイトではオンラインで意見交換が続いています。そこではギャラリーにおいで下さった方からの質問のいくつかを選び、専門家に意見を述べてもらいます。

What is a "What If?"
At the Museum of the City of New York's Future City Lab, visitors are encouraged to ask big questions on how to improve the city. Their question starts with a "What If..." and ends with what would happen: "Then..." The Lab's Director collects the visitors' questions and asks experts to respond to a few. The conversation is always changing and reflets the big questions our visitors care about most.

「ホワットイフ？」って何だろう？
ニューヨーク市博物館の「未来都市ラボ」では、来場者にどのようにして街をよくしていくかについての大きな質問を書いて下さるようお願いしています。その質問は、"What if"（もし....なら）で始まるもので、"Then..."（そうしたらこうなるだろう）で終わるものです。ラボの館長が来場者の質問を集めて、それについての回答を専門家にお願いします。そのやりとりは常に変わり、来場者が最も気にかけている質問がどんなものかが反映されます。

Many of the jobs created in New York City since the 2008 recession have been in low-wage sectors. Although the minimum wage in New York City will rise to $15 per hour by the end of 2018, many workers can still barely afford to live in New York. An alternative to regulations like minimum wage laws – or means-tested programs like welfare or food stamps – is the idea of a universal basic income (UBI). UBI rests on a simple but radical idea: provide every citizen, whether they have a job or not, a monthly payment from the government.

2008年の不況以来、ニューヨーク市で生まれた職の多くは低賃金の分野のものです。ニューヨーク市の最低賃金は2018年末までには時給15ドルに引上げられますが、ニューヨークでは多くの労働者がかろうじて生活できる程度です。　最低賃金法のような規定や、社会福祉、フードスタンプのような収入調査に基づくプログラムに代わるものとして最低所得保障(UBI)があります。UBIは、シンプルですが、ラディカルなアイデアに基づいています。なぜなら全ての市民に、職があろうがなかろうが、政府から給料を渡すということですから。

By providing an income floor, UBI would eliminate poverty wages and could lead to potential wage increases above that of the minimum wage. Furthermore, UBI could help to cushion job losses expected from increased workplace automation while eliminating the red tape associated with many other means-tested benefits programs. But critics argue that it would unfairly redistribute money from the poor, would provide a disincentive to work, and could lead to a surge in immigration.

最低所得を与えることで、UBIは生活の困窮するような給与をなくすことになるでしょうし、最低賃金が上昇するうえ、将来の賃金状況上昇にもつながっていく可能性があるでしょう。さらに、UBIを受けとれば、職場のオートメーションが増えたために仕事がなくなるショックを和らげることができるのかもしれません。
収入に基づく給付金プログラムに関連した役所の手続きもなくなるでしょう。しかし、評論家たちは、UBIは貧困層からのお金を不公平に再配分することになり、仕事の意欲をそぎ、移民が急激に増えることになると言っています。
