日本にも養子縁組とか里親制度はあります。しかし、あまり知られてはいません。昨今の虐待死のニュースで、ようやく政府も制度の法的改善をはかろうと動き出したようですが、今の時代に日本でこの制度はもっと進むべきで、もっと広がるべきだと思っています。

The New York Foundlingが、現在の日本の養子縁組や里親制度の参考になればと思います。
”Foundling"という英語をどう訳せばいいでしょう？まず、英和辞典の「拾い子」、「捨て子」という訳を消していただきたいと思います。これは差別用語です。こんな訳しか日本語にないのか、と悲しく思います。MisTyはあえて「ファウンドリング」というカタカナを使わせていただきます。仕方がありません。「孤児院」とか「特別児童養護施設」でもだめです。

Media headlines tell disheartening stories about abused children being removed from their homes, but this represents only a fraction of the cases in which parents are unable to care for their children and foster placements become necessary. Now, at any given time, more than 600 children are living in Foundling foster homes and residential facilities around the city.

メディアには、虐待された子供が家から保護される心の痛む見出しが載っています。しかし、このことはただ両親が子供の面倒をきちんと見られないとか、育ての親が代わりに必要だといったケースのほんの一部分に過ぎません。今、そしていつでも、600人を越える子供たちがファウンドリングのフォスターホームやニューヨーク周辺の施設で暮らしているのです。

While supporting and strengthening the family so that children can remain in their homes is always our hope (visit our Preventing Foster Care Placement page to find out more), the child’s welfare must be the first priority. We take great care to ensure that every child in one of our foster homes lives in a safe and nurturing environment, providing services that focus on their emotional, psychological and physical health.

子供たちが自分の家に居続けることができるように、家族をサポートし、力づけることは常に私たちの希望です。（詳しくは、"Preventing Foster Care Placement"のページをご覧ください。）その一方で、子供の幸せが最優先でなければなりません。我々は、一人一人の子供を見守り、フォスターホームで安全に養育されることをて確実なものにします。そして、子供たちが心身共に健康であるように支援をします。

When the child is in foster care, we work with birth families to plan for a permanent solution. Our goal is to provide the support and parental training necessary to enable families and children to reunite and, when that’s not possible, to find an alternative permanent and stable living solution. Our full-time caseworkers are devoting their lives each day in all five boroughs to strengthening our foster families and birth families, so that all children live in healthy, stable and loving environments.

子供がフォスターケアを受ける場合は、我々は実の家族とともに恒久的解決策を立てます。我々の目標は家族と子供たちが再び結びつくためのサポートや、親が子育てを学ぶ機会を提供することですが、それがかなわない場合は、別の方法を考えて、子供たちが安定した暮らしをずっと続けられるような解決法を一緒に見つけていきます。専任のケースワーカーは毎日献身的にニューヨークの５つの地域でフォスターファミリーと実の家族を力づけ続けています。そうして全ての子供たちが健康で安定した愛情溢れた環境で暮らしているのです。

Since 1869, The New York Foundling has been a beacon of hope for New Yorkers in need. We have touched the lives of hundreds of thousands of children, youth, adults, and families across New York’s five boroughs, its surrounding counties, and Puerto Rico through our work in child welfare, education, behavioral health, juvenile justice, and developmental disabilities.
As we approach our 150th anniversary in October 2019, we’re planning many ways to recognize the large role our community of friends and supporters — both past and present — has played in building this legacy.

1869年設立以来、ニューヨーク・ファウンドリングは、恵まれないニューヨーカーたちの希望のかがり火を灯し続けています。我々は、児童福祉、教育、行動の健全化、少年司法、発達障害に取り組みながら、ニューヨーク市の５つの地域とその周辺の郡、そしてプエルトリコに住む、何万人もの子供たち、若者、大人たち、家族の人生に関わってきました。
2019年10月に創立150周年を迎えるに当たって、我々は、過去現在関係なく関わってくださっている友人や支援者の皆様がこの歴史を創っていく上で果たしてくださった大きな役割を認識すべく、様々なことを計画しております。
