ニューヨーク市に市営住宅はいくつある？住居手当とその条件は？

昨日、ニューヨークの市営住宅の駐車場の看板を読みました。飛行機でJFK空港に着陸する時、ニューヨークを見下ろすと、レンガ色の高層ビル群がかたまって建っているのが見えますが、それは全部市営住宅です。かなりの数があるので、市営住宅について調べてみることにしました。

まず、NYCHA(The New York City Authority --- ニューヨーク市住宅局）についてです。（Wikipediaより）

The New York City Housing Authority (NYCHA) is a New York State public development corporation which provides public housing in New York City. It was the first agency in the United States to provide housing for low- and moderate-income residents throughout the five boroughs of New York City.

ニューヨーク市住宅局(NYCHA)は、ニューヨーク州の開発公社で、ニューヨーク市にある市営住宅の供給を行っている。ニューヨーク市の５つの行政区の、低・中所得の住民に住宅を供給する合衆国で初めての機関であった。（中略）

The New York City Housing Authority's mission is to increase opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. More than 400,000 New Yorkers reside in NYCHA's 325 public housing developments across the City's five boroughs. Another 235,000 receive subsidized rental assistance in private homes through the NYCHA-administered Section 8 Leased Housing Program.

その使命は、安全で手ごろな住宅を供給し、社会、地域的なサービスを行うことで、低・中所得の市民の収入の道を広げようというものである。40万人を越えるニューヨーク市民が、NYCHAの５つの行政区にある325の市営住宅団地で暮らしている。そのほか、NYCHAが取りまとめている「セクションエイト・リース住宅プログラム」を通して、23万５千人が市営住宅に住み、家賃の助成を受けている。

世帯の人数が15人という家庭がニューヨーク市に住んでいるということですね。
日本の場合との比較として、世帯の人数６人までを日本円に換算してみました。

・You meet NYCHA's definition of family, which includes:
　　Two or more persons related by blood, marriage, domestic partnership, adoption, 　　guardianship, or court awarded custody
　　A single person

NYCHAが定める、次の「家族」の定義に一致していなければなりません。
　２人以上の世帯で、血縁関係、婚姻、同棲関係、養子縁組、保護者関係、
　法的後見人関係があること。
　一人住まいの場合。

・Your admission to a public housing development will not endanger the welfare and 　　 safety of other residents.

公営住宅に住むことで、他の住民の生活と安全を脅かさないこと。

・You and your co-applicant (spouse or domestic partner, if any) must be at least 18 years of age or an emancipated minor.

本人とその共同応募者（夫婦やそれに相当する関係がある人など）が18歳以上か、法的に独立した未成年者であること。　

Senior Building Eligibility
高齢者向き住宅の応募資格

To be eligible for a senior building, you or your co-head (spouse or domestic partner, if any) must be at least 62 years of age and all other household members must be at least 62 years of age.

高齢者住宅への応募資格は、本人あるいは共同世帯主（夫婦あるいはそれに相当する関係がある人など）が62歳以上であり、他の同居者すべてが62歳以上であること。
