Entering Phase 4: New York's Coronavirus Reopening Plan - The New York Times

Phase 1 
The entire state has hit the health and safety benchmarks required to enter Phase 1, the start of the reopening process. New York City was the last region to enter the phase, on June 8.

The nonessential businesses that are allowed to resume in this stage include:

・All construction sites, with safety equipment and temperature checks required

・Manufacturers

・Nonessential retail stores, for delivery, curbside and in-store pickup

・Outdoor businesses like drive-in movies, landscaping and gardening.

Some of these businesses had already been operating during the state’s shutdown orders. Some construction work was deemed essential and continued, and many manufacturers, particularly those that made protective gear and medical equipment, had been open.

Phase 2
Every region of the state has also moved into Phase 2. New York City, the region hardest hit by the pandemic, was the last to do so, on June 22.

In this phase, several indoor businesses were allowed to reopen, but with limits on capacity, strict cleaning requirements and mandatory social distancing.

Phase 3
Every region of the state has entered Phase 3, with New York City the last to do so on July 6. Gatherings of up to 25 people (up from 10) are permitted in parts of the state that have entered this phase.

Under the state guidance, indoor dining at restaurants is allowed to restart in this phase. But officials tightened restrictions on the state’s bars and restaurants in mid-July, banning the sale of alcohol to customers who do not also buy food in an attempt to crack down on outdoor drinking and crowds outside businesses.

州のガイダンスの下で、レストランの店内飲食が可。ただし7月中旬に州のバーやレストランでの規制を強化。屋外の飲酒、群衆を取り締まる目的で、食品を買わない客へのアルコールの販売は禁止。

Personal care services such as nail salons, massage parlors, spa services and tanning salons

“Low-risk” youth sports were allowed to begin on July 6.

７月６日、「リスクの少ない」若者のスポーツ可。

Phase 4
Regions of the state outside the New York City area began entering Phase 4 in late June. New York City is set to become the last to enter the fourth phase on June 20, though with limitations in place.

Gatherings of up to 50 people are allowed in parts of the state that have entered this phase. Indoor religious gatherings can operate at 33 percent of maximum capacity, up from 25 percent.

50人までの集まりがこのフェーズに入った一部の地域で可。屋内の宗教関係の集まりは33%の入場制限。（25%から上がった。）

Under the state’s plan, zoos, botanical gardens and malls are allowed to reopen in this phase.
州の計画の下、動物園、植物園、モールが開く。

Officials said those outdoor spaces would open in New York City, but stringent limits would remain on indoor activities as concerns grew over the possibility of a second wave of the virus. Gyms, malls and movie theaters are expected to remain shuttered, and indoor dining will still not be allowed.

Low-risk indoor arts and entertainment activities, including museums, aquariums and historical sites

Professional sports, without fans in the stands

プロスポーツ可。ただし観客はスタンドに入れない。

Shopping malls, with “enhanced” filtration in their heating, air conditioning and ventilation systems and with food-court seating and other common seating areas still closed

Several places that often draw large crowds will remain closed when Phase 4 begins. Those include:
