Gov. Cuomo orders mandatory testing for travelers amid national COVID-19 spike
クオモ知事、全国的な新型コロナウィルス感染が急激に拡大する中、旅行者に検査を義務付ける

Travelers arriving in New York from non-neighboring states will have to quarantine and undergo mandatory coronavirus testing as cases spike across the country, Gov. Cuomo announced Saturday.

国中で新型コロナウィルス感染件数が急激に増えているため、近隣以外の州からニューヨークに来る旅行者は、隔離して新型コロナウィルス感染の検査を義務として受けなければならなくなる、とクオモニューヨーク州知事は声明を出した。

The governor said New York will require inbound travelers to show a negative COVID-19 test from three days or less before they arrive or be subject to a 14-day self quarantine.
With a negative test, they would still be expected to quarantine for a week but can end their isolation after four days if they test negative a second time.

知事はニューヨークは州へ入ってくる旅行者は、到着前の３日以内に受けた新型コロナウィルス感染のテストで陰性だったことを証明しなければならない。あるいは14日間の自主的隔離を行わなければならないと述べた。
検査で陰性であっても、１週間隔離されるが、検査で２回目の陰性が確認されれば隔離は４日で終わる。

The rules would not apply to people arriving from states that border New York, including New Jersey, Connecticut and Pennsylvania.

このルールはニューヨークの州の隣、つまりニュージャージー、コネチカット、ペンシルベニア州から来る人には適用されない。

The new rules replace the old regulations that required travelers from states with high or rising positive rates of COVID-19 to quarantine. But virtually the entire nation has now exceeded those metrics as the pandemic spreads.

この新しいルールは古い規制を変更したもので、はじめは新型コロナウィルス感染リスクが高いかあるいは陽性率が上がっている州から来る人達に隔離を課したものだった。しかし、現在、事実上全国的にこの疫病が広がっているので、測定基準が上がってきたのだ。

“The list started small and got longer and longer and longer and longer. So now it’s all inclusive,” Cuomo said.
The governor portrayed the shift as a reflection of the Empire State’s relative success in containing COVID-19.

New York has the nation’s third-lowest positive test rate. Only mostly rural Maine and Vermont have done better.
“New Yorkers should be very proud of the job they’re doing,” Cuomo said. “To be third in the nation is very good.”
