新コロナウィルスのワクチンに関しては、世界中で争奪戦が起こるような様相ですが、ブログでも取り上げた通り、まだまだ実際に世界中に配る状態ではないようです。

日本政府も争奪戦に加わっているようですが、ニューヨークはどういう反応でしょう？

NEW YORK (WABC) -- Governor Cuomo appeared on "Good Morning America" to talk about advances with the coronavirus vaccine efforts.

ニューヨーク(WABC)発---州知事、クオモは、「グッドモーニング・アメリカ」に出演し、コロナウィルスワクチンの取り組みの進み具合について言及した。

His appearance came on the heels of the news that Pfizer's vaccine may show 90% effectiveness at preventing COVID-19.

知事は、ファイザーの開発しているワクチンに、新型コロナウィルス予防の有効性が90％あるであろうというニュースを受けて出演した。

以下、テレビインタビューでクオモ知事が述べたことの聞き取りになります。

We did 120 million Covid tests in this nation over seven months scrambling doing everything we can. We now hove to do 330 million vaccinations, maybe twice. My state does more testing than any state in the United States. We did 12 million tests.

我々はこの７ヶ月できる限りのことをk緊急に行ないながらコロナ感染のテストを国中で１憶２千万件やりました。今、３億３千万人に多分２回ワクチンをしなければなりません。ニューヨーク州はどの州よりも多くウィルス検査をやっています。1千2百万件のテストをしたのです。

We have to do 20 million vaccines. And the Trump administration is rolling out the vaccination plan and I believe it's flawed. I believe it learns nothing from the past. They basically going to have the private providers do it and that's going to leave out all sorts of communities that were left out the first time when Covid ravaged them.

我々は２千万人のワクチンをしなくてはなりません。トランプ政権はワクチン接種計画を展開しようとしていますが、私はそれは欠陥があると思います。過去から何も学んでいないのです。彼らは基本的に民間のプロバイダーにやらせるでしょう。そして彼らはコロナが苦しめた時最初に置き去りにされたコミュニティーをすべて置き去りにするのです。

The Trump administration denied Covid so that they were never ready for it. There was no mobilization of the government. And they're still doing the same thing. They're going to take this vaccine and they're going to go through the private mechanism, through hospitals, through drug market chains, etcetra.

トランプ政権はコロナ（の存在）を否定していました。だから準備ができなかったのです。政府は少しも動かなかったのです。そして今も同じことをやっています。ワクチンを買って民間に流す。病院や大手ドラッグチェーンなどにね。

That's going to be slow, and that's going to bypass the communities that we call health care deserts. If you don't have a Rite Aid or CVS then you're in trouble and that's what happened the first-time with Covid. Why do we have such a disparity in the infection rate and mortality rate in Covid? Because some communities don't have the same access to healthcare.   

それでは遅いのです。それでは、我々の言うヘルスケア困窮地域を飛ばすことになる。もしライトエイドやCVS（のような大手ドラッグストア）がなかったら困ります。コロナ感染が拡大した最初の時がそうだったのです。感染率や死亡率になぜこんなに格差があるのか？それは同じヘルスケアを受けられない地域があるからです。

I'm sure the Biden administration  is going to address --- that I think is first step --- saying this, focus on the science, depoliticize testing data, listen to the science --- exact opposite of Trump. But you have two months and we can't let this vaccination plan go forward the way the Tramp administration is designing it. Because Biden can't undo it two months later. We'll be in the midst of it and I've been talking to governors across the nation about that how can we shape the Trump administration vaccine plan to fix it or stop it before it does damage.

バイデン政権は最初のステップとしてこう言うと思いますよ。科学にフォーカスしろ、検査データから政治的要素を取り除け、サイエンスに耳を傾けろ、と。それはトランプ政権と全く反対のことです。しかし、（バイデンが大統領に就任するまでに）２ヶ月あるのです。今のワクチン計画をトランプ政権のやり方で進めてはなりません。なぜならバイデンは２ヶ月後にそれをもとにもどすことはできないので、私たちは（混乱の）まっただ中に入ってしまいます。私は国中の知事たちにどうやってトランプ政権のワクチンプランを修正できるのか、あるいは問題が起こる前にどうやってそれを止められるのかについて話しています。

（ニューヨークの感染率も上昇していることについて意見を求められて・・・）

I feel good New York is the third lowest in the nation. We learned over the past seven months. We're not in denial. We get it. Our infection rate is very low nationwide.  Only Vermont and Maine I think have a lower infection rate in more rural states.    

ニューヨークは国の中で３番目に（感染率が）低い州であるのは嬉しいですよ。私たちはこの７ヶ月間学んできました。(感染率が上がっているのは）否定はしません。分かっています。でも私たちの感染率は全国的に見てとても低いのです。私たちより低いのはバーモント州とメイン州で、どちらも田園地帯です。

You have to control the virus. This is not really unknown. We know how to deal with it. You isolate people who have a virus. You do the testing, you follow the data and you put in restrictions. And the government has to step up. You need a national mask mandate. And when you see the virus starting to flare up we call them micro clusters. We do so much testing that we can see it in a neighborhood. 

ウィルスはコントロールしなければなりません。全く分からないというわけではない。私たちはどうやればいいかを知っています。ウィルスを持っている人は隔離する。ウィルス検査をする、データをフォローして、規制を敷く。そして政府はステップアップしなくてはなりません。マスクの義務化は必要です。そして、ウィルス感染が再燃し始めるのを我々はマイクロクラスターと言っているのですが、それがどこで起こっているのか分かるよう、多くの検査を行ないます。

Then you bring in restrictions to close down activity in that neighborhood. I understand that politically it's difficult but that's what you have to do. When you see a little flame, you stamp it out and we're doing that all across the state. You will see through the fall the number going up nationwide. That is going to happen. Scientists said that was going to happen. It's going to be managing the infection increase which is going to be the challenge.

そして、その（クラスターが発生した）地区の活動を閉鎖する規制をします。政治的に難しいのは分かっていますが、やらなければなりません。小さな火を見たら、踏んで消す。私たちは州全体でそれをやっています。秋の間、その数は全国的に増えるでしょう。増えます。科学者はそうなると言っていました。感染拡大を何とかする、それは困難な課題となります。
