（トランプ氏の部分は、昨日書いたので、）今日は最新のクオモ氏の演説を載せます。昨日のトランプ氏の声明に対して、彼は何を述べたのでしょうか？

We have a vaccine on the way --- truly great news. But polls say 50% of the American people say they would not take the vaccine if it were available today because they don't trust the way this federal government . So New York and other states, 7 in total, will simultaneously review the vaccine approval so people know it's safe.

ワクチンができる。これは本当に素晴らしいニュースです。しかし、世論調査では50%のアメリカ人はもし今日ワクチンが手に入っても投薬は受けないと言っています。それは現在の政権のやり方を信用していないからです。だからニューヨークとその他の州、合計７州はそのワクチンが安全であることを州民が理解できるようにワクチンの承認を見直します。

The Trump administration is designing the distribution plan, and their plan basically has private health care companies administer the vaccine --- hospitals, big drug stores, doctors' offices, etc.
It sounds fine, right?　But hold on.　We know that our Black, brown, and poorer communities have fewer health care institutions. 

トランプ政権はワクチンの配布計画を立てています。その計画は基本的に民間のヘルスケアカンパニーにワクチンを管理させるということです。民間の病院、民間のドラッグストア、クリニックなどです。
良いことに聞こえますよね。でもちょっと待ってください。我々はブラック、ブラウン（ヒスパニック系など）、そして貧困層のヘルスケア施設の数は他に比べて少ないのです。

Their communities are too often health care deserts. That's why we have more underlying conditions, and that's why the COVID death toll is so high for Black and brown communities.
We're not gonna make the same mistake again. The Black and brown communities, that were first on the list of who died cannot be last on the list of who receives the vaccine, period. 

彼らのコニュニティーはヘルスケアが困窮している所がとても多いのです。ですからそこでの状態がさらに悪くなっているのです。このことがもっと基本的状況を踏まえて検討しなければならない理由であり、コロナの死亡者数がブラックやブラウンのコミュニティーで高い理由でもあるのです。我々は同じ間違いをおかしません。死亡者リストの最初に来ているブラックコミュニティー、ブラウンコミュニティーがワクチンを受け取るリストの最後に来てはならないのです。それだけです、言いたいのは。

We need to make special efforts for the vaccine to reach the underserved Black, brown, and poor communities. The private market alone will not do it. We need to enlist community groups to distribute the vaccine in their community. We need faith-based groups that the community trusts to distribute the vaccine. We need medical teams and outreach teams going into public housing projects and low-income communities.

我々は、こうしたなかなかサービスが行き届かない層にワクチンが届くよう、精一杯の努力をする必要があります。民間市場に任せたらそれをやりません。すぐにワクチンが必要なコニュニティーにワクチンを届けるためには地域団体に協力を求めることが必要です。そのコミュニティーにワクチンを確かに届けてくれると信頼できるる団体が必要です。公共住宅プロジェクトや低所得者コミュニティーに関わるメディカルチームや救済団体が必要です。

New York state will mobilize an army to vaccinate all New Yorkers fairly, equitably. No state will do it better. But we need the federal resources to do it. The federal government has been starving states and local governments and they know it. Their own federal government CDC says it will cost $6.6 billion dollars to do a fair distribution program. They've only provided $140 million. Who gets the vaccine and who doesn't get the vaccine is not just a question of morality and principle: it's a legal question.

ニューヨークはすべてのニューヨーカー全員に公平、平等にワクチン投薬をするために軍隊を動かします。ニューヨーク州よりもうまくそれをやるところはないでしょう。しかしそれは国レベルでやらなければなりません。国が何もしてこなかったので、州も自治体も困窮状態です。国も分かっているでしょう。国の機関であるCDCは言っていますが、公平にワクチン配布を行うには66億ドルかかるのです。国は今までに（コロナ対策に）1億4千万ドルしかかけていません。誰がワクチンを受けられて、誰が受けられないかは倫理的原理的な問題ではなく、法的な問題なのです。

Any plan that intentionally burdens communities of color to hinder access to the vaccine deprives those communities of equal protection under the law, and equal protection is enshrined in the Constitution of these United States.

意図的に有色人種の多いコニュニティーに負担をかけて、ワクチンを手に入れにくくするような計画では、コミュニティーから法の下の保護の平等を奪い取ることになります。保護の平等は合衆国憲法に正式に記されているのです。

If the Trump administration does not change this plan, and does not provide an equitable vaccine process, we will enforce our legal rights, we will bring legal action to protect New Yorkers , and we will fight to make sure every life is protected equally because enough people have died and enough injustice has been done during COVID.  It stops now. It stops with this vaccine. 

もしトランプ政権が今回の計画を変えないのなら、そして平等にワクチンの供給をしないのなら、我々は法的な権利を主張し、ニューヨーカーを守るために法的措置を講じ、どの命も平等に守られるように闘います。なぜなら、コロナでもうこれ以上死者は出したくない、これ以上不正があってはならないからです。法的措置なら止められる。法的措置なら今のワクチン計画を止められるのです。

The virus shows us the simple truth: Unless everyone is protected, no one is protected. COVID doesn't discriminate; neither should we.

今回のウィルスは、シンプルな真実を見せています。つまり、誰もが守られなければ、誰も守られない、ということです。コロナは差別をしません。我々もそうすべきです。
