ニューヨーク再開への道のり。フェーズ４での再開基準を読む。

ニューヨークは去年の７月21日にフェーズ４に入りました。フェーズ(Phase)は「再オープンの程度」を示す段階のことです。東京都は、警戒レベルを「ステップ」として、そのレベルは、１→４へと警戒レベルが高い方へ向かいますが、ニューヨークのPhaseは再開までの指針を1→４で示しており、その厳しさは徐々に緩やかになります。

ニューヨーク市は、現在フェーズ４で、全体としては、reopen（再開）のひとつ手前の段階ですが、一斉に再オープンするわけではないので、はっきりといつがreopenなのかは分かりません。業種や地域によっても変わっています。

ブログでもお伝えしたように、ブロードウェイミュージカルは、タイムズスクェアでポップアップ公演を行ないましたし、コニーアイランドの遊園地、ルナパークも再開しました。レストランは、屋外は通常営業、屋内は客数が50%で再オープンしています。

それぞれの施設がどのような基準で再オープンになったかは、次のニューヨーク市のサイトで分かりました。それを読みます。

NYC is currently in Phase 4.
This phase includes the reopening of low-risk outdoor activities like botanical gardens and zoos with capacity restrictions, movie and television production, and professional sports—which can again have spectators, with indoor arenas operating at no more than 10 percent capacity (other restrictions and safety precautions apply). Outdoor stadiums and performing arts venues can open at 20 percent capacity. Indoor dining in New York City has resumed, with restaurants now allowed to operate at 50 percent capacity. Outdoor dining, takeout and delivery continue as normal.

この段階には、リスクが低い屋外活動の再開が含まれます。例えば植物園や動物園は入園者数の制限を設けて、映画やテレビの制作、観客を入れているプロスポーツなどは、屋内のアリーナで観客を10%未満にせいげんして（その他の制限や安全注意事項をとりいれているものにも適用されます。）屋外スタジアムや屋外公演は、20%の観客でオープンできます。ニューヨーク市の屋内飲食は再開できますが、現在レストランでは50%の収容人数となっています。屋外飲食やテイクアウト、配達は通常通り営業できます。

The Mayor has also announced that the current outdoor dining program will be made permanent, meaning restaurants will be able to take advantage of closed streets and sidewalk space where available to keep outdoor dining going year-round. Museums and cultural attractions were allowed to reopen, with restrictions, last August. Movie theaters and pool halls were allowed to reopen as of March 5; indoor entertainment centers as of March 26, indoor arts and entertainment venues on April 2 and outdoor amusement parks April 9, all at limited capacity and with safety protocols.

市長は、現在の屋外飲食はそのまま営業を継続できまる、つまり、レストランは、年間を通して、屋外で食事をするのに必要な閉鎖された車道や歩道空間を利用できる、と公表しました。美術館や文化関係のアトラクションは去年の８月に再開が許可されましたが、制限があります。映画館とプールは３月５日の時点で、また、屋内の娯楽施設は３月26日に、そして屋内芸術と娯楽のイベントは４月２日に、さらに屋外の遊園地は４月9日に、それぞれ再オープンが許可となりましたが、すべて、入場制限や安全に関する条件付きです。

Meanwhile, in-person and catered events have resumed, also with capacity restrictions and protocols. The capacity for outdoor gatherings at private residences is 25 people; indoor gatherings are at a 10-person maximum. For indoor public spaces, the maximum capacity (without vaccination verification) is 100 people. Additional venues and indoor activities will reopen at a to-be-determined later date.

一方、対面や飲食を伴うイベントは再開しています。こちらも人数制限と安全基準つきです。個人宅での外での集まりは25人まで、屋内で集まる場合は10人までです。屋内の公共スペースでは、ワクチン接種証明がなければ100人までです。その他の場所や屋内活動については今後順次決定して再開となります。

ブロードウェイやコニーアイランドで希望が見えたのは、ニューヨーク市のこうした公表があったからでした！良かったね！ニューヨーク！
